The Tunisian Ministry of Finance and the Tunisian national agency for electronic certification have just announced the creation of a new online payment service using electronic certification. This service is called DIGIGO.
This certificate will also allow for electronic signatures and document certification: it can replace the need for citizens to visit various public institutions (tax office, CNSS, customs, RNE, municipality, etc.) to apply their signature or make a payment (check or cash).
As a result, the electronic payment key (tuntrust) will be gradually replaced by this new electronic service.
Subscription to this service can be done online through the platform.
Additionally, the tunisian agency ANME has signed partnership agreements with several other companies (such as Vneuron) to facilitate and manage the enrollment of tunisian companies into this service. Facial recognition will be required in order to obtain a full certificate for electronic document signing.
In a transitional phase, facial recognition is not mandatory for electronic payments of tax declarations for the months of May and June 2020. After this period, all citizens must undergo facial recognition.
This certificate will be chargeable, and its cost will be announced at the end of May 2020.
The certificate is personal and cannot be transferred to another person. It can be assigned to either a natural or legal person.
For each use of this certificate, an SMS code will be sent to the phone to connect to the platform.
This certificate requires three unique pieces of data that can only be used for one certificate :
- A national identity card number (or its unique identifier: tax registration number)
- A phone number
- A valid email address
These three pieces of information are the security components of the DIGIGO certificates (so it is important not to change the phone number or email address as they will be linked to the personal certificate of the tunisian citizen or business).
